Possibly, possibly not. Even a weak defense could kill a few pirates, thus discouraging the activity, as a whole. A strong defense could kill a lot of pirates.
First, you must be alerted to the approach, which is what I proposed.

when I owned cargo ships in the last century my largest was 7500 DWT
HOUSTON bar to Niger Delta is quite a haul non stop

The German government will give the kidnappers and their families ASYLUM in Germany (or Sweden), since they face being thrown in prison if theyre returned home. The Russian government will assure that they no longer have families to return to. Russia is taking its time adjusting to a modern, more gentle world. It turns out that this is a good idea since the modern world is no more gentle than the old world.

Of course there would be "world-wide outrage" but the point would have been made. We need more world-wide outrage. German and Russia need to just ask "you got a problem with that?" and stare real hard at the whiners like they might just be in league with the pirates.
