Im conflicted as to whether this is a good idea or not. It will be very difficult for many, many people who currently live in a foreign country to show that they already have health insurance that functions in America (simply because it isnt feasible in many cases). Many people in this situation however, would have no problem getting a job with insurance shortly after their arrival to the US. I think the right way to approach this is with enforcing the rule against using public services while on a Green Card. This way, we still protect our resources while giving immigrants the chance to get on their feet. Dont forget that if a person is getting an I visa it means they have already gone through an insane, extremely strenuous immigration process.
you missed the point: ...have the ability to pay for their medical care. They can show they have the funds to pay for their care or the funds to purchase insurance, or show that they have a job that includes health insurance. The American public should not be required to pay for their health care.
Once they get in, its hard to get them out. They head to California and get all the free stuff. Stop them at the gates.

I am on the opposite side of the question, but I (just) obtained good insurance, and I have been in Vietnam more than three years now.
I even ended up in the hospital once, and ended up going to a hospital where my wife paid, just off the street.
Try doing that in America, without hugely damaging your credit score...
