Actually, it does. A high crime was meant to be a crime committed by a high official. And the Constitution leaves it completely up to the House to define that crime. Heck, Benjamin Franklin once remarked that a President could be impeached just for being rude.
Of course, just because you can impeach doesnt mean that you must impeach. The Founders assumed that there would be first be crime, and then an impeachment. But todays Democrats first decided to impeach, and then look for a crime.
In fact, it has already proved to be biased....hence the vote along party lines makes the entire fiasco unconstitutional on its face.
Remember the bias in Mueller's selection of attorneys to assist him.
