I see a guy who has his 20 and he’s O-5. Good rank, but not being an Academy grad, he’s topped out and can’t go to O-6. Am I right about that? Early 40s and looking for a nice political or media job in retirement?

No, he should have made Colonel if he was good enough to be in the White House. Only the very best get those assignments. The fact that he was there in spite of not graduating from West Point says that he did very well along the way, but stalled at his level of incompetence. Now we know why.
