All I know is Jeb was a good governor of Florida. I also think that as president he wouldn’t have allowed the neocons to drag him around the way W did, because Jeb is smarter and more self confident.
W’s first big mistake, a sign of his lack of self-confidence, was appointing Cheney as a father-guide-overseer. I don’t think Jeb would have done that.
W’s second big mistake was refusing his real father’s advice and plunging us into the war in Iraq, being led that way by Cheney and neocon/warmongers. the same folks helped shape his open-borders policy.
He also help inflate the housing bubble with a policy of underwriting loans for people (minorities) with bad credit. You can thank Rove for selling him on that disastrous policy.
From Jeb’s record in Florida, and the fact he was always the brightest Bush brother, I don’t think he would have made these blunders that destroyed the George Bush presidency.
