Sure it can and it will. The Blue coasts will get their country side under control and the Red states will get their cities under control. Then huge armies will form. Then it will be a conventional slug fest.

The Civil War was a conventional war between the Northern half and the Southern half, characterized by formal, uniformed armies.

A new civil war between Right and Left will resemble an insurgency. It will be a war of ambush and assassination. It will not be pretty.
