Clinton had previously appointed him as Acting Deputy Director in June 2000, under Tenet, and he was confirmed as Deputy Director in October 2000; when Tenet stepped down as Director in 2004, he filled in for him until Porter Goss was appointed, then he returned to Deputy Director.
