The only reason Pelosi pressured Hill to resign is the political demographics of that district. If it was a safe Democratic district, Hill would still be there. It's a "moderate" swing district that had a GOP representative until 2018.
Pelosi figures -- probably correctly -- that the constituents in that district would be far less likely to tolerate a short-term incumbent with a scandal over her head than if she had been in New York City or Chicago.
