Here's the scenario: Cummings get's cornered in the investigation ongoing. Past and present corruption is leveraged against him and he agrees to cooperate. The dems get wind of it through the sieve that is the justice department and decide to neutralize the threat.
After the smoke clears there's the problem of facing the knowledge of having done the thing, and finding a way to justify it.
So we have Hillary reminding the audience of Cummings as he used to be, what they rewarded him to be, convincing them that they too would have undertaken the act--in the interest of his good name! To preserve his good memory!
They saved Cummings from his treachery after he flipped, but before he could sully his record of loyalty by spilling the beans on them. Hell, Elijah is thanking them!
You see, they did him a great service, and when, in their subterranean glory, asked what they did, they can answer as the proud soldier-servants of the people:
"Whatever it took."
