Dunno. All i know is that eo’s are orders for federal employees, they are not representative passed laws.

An executive order is how the president sets operations in the executive department. It is not a law, although a court can accept it as “evidence of law” provided it does not contradict any other law. Executive orders are subject to legal review, and the Supreme Court or lower federal courts can nullify, or cancel, an executive order if they determine it is unconstitutional. Similarly, Congress can revoke an executive order by passing a new actual law.

The Chinese groups have gained a footing across the state – from the Western Slope to the Larimer County suburbs to the Denver metro. Their rise in recent years has rivaled Cuban traffickers from South Florida, who have long specialized in marijuana grow houses, said Wendi Roewer, the field intelligence manager for the Drug Enforcement Agency’s Denver office.

Roewer estimated that the Chinese groups have established thousands of marijuana grow houses in Colorado.
