Target employees become eligible for health insurance if they average over 30 hours a week. However, a number of employees who were working more than that say they have had their hours scaled back against their will.

Exactly. Look at the changes in union contracts after Obamacare. Their Taft-Hartley healthcare plans were invalidated, their healthcare costs have risen, starting wages are going up and hours going down as the minimum hours needed for benefits went up beyond the reach of most employees due to reduced labor budgets and increased hiring.
