On the other hand the property owner has a new end wall and just needs to build the rest of the building.

Reminds me of my stint as a poll watcher for Ronald Reagan in 1980. Man and wife, living at same address, come to vote. Wife gets to vote; but man is not in that district. He can’t vote until he finds his district and vote there.
Fortunately, there were two polling districts in the same building. He had to vote in the second polling place. Somehow, the district line went right through his house.
