Despite all the headlines and breathless commentary on impeachment from the media, House Democrats have yet to hold a vote that would formally -- constitutionally -- authorize an impeachment inquiry.

Last week, she seem poised to bring the issue of impeachment to the floor of the House for a vote. But yesterday, Pelosi decided to once again delay a vote,
After back-to-back meetings with party leaders and then the full caucus, Pelosi announced that no such vote would take place. Democratic aides emphasized, however, that the process remains fluid and that Pelosi may reverse course and stage such a vote at any point in the future.
"There's no requirement that we have a vote, and so at this time we will not be having a vote," Pelosi told reporters during a last-minute press briefing in the Capitol.
Pelosi's major headache is that there are two parties represented in the House and one of them is going to do its best to draw the process out and throw a monkey wrench into Democratic plans. Democrats are worried because Republicans will almost certainly demand documents and testimony relating to Joe Biden's own role in the Ukraine. For these reasons, Pelosi has hesitated to formalize the impeachment process, allowing Democrats the luxury of freezing the GOP out of the various investigations.
The decision arrives as Trump and his Republican allies are amping up the pressure on Pelosi to hold a formal vote to begin the investigation a move they believe would grant the GOP more power and influence in the process, including the ability to call and subpoena

Unmitigated bullsh!t.
This argument on the right that the House is bound to historic procedures is ludicrous, an argument for the ignorant.
Every two years there is another Congress. And every Congress can make their own procedural rules, to include impeachment.
What happens prior to that yes/no vote is immaterial and there is no authority on earth that can compel the House otherwise.

His role is purely ceremonial.
House rules have no bearing whatsoever.
Every Congress makes their own rules and is not bound by previous rules.
Or the Senate can pass a rule that requires any impeachment re feral follow a specific method before it be accepted.
- require a recorded vote of the full house before the impeachment proceedings begin.
- require that the target of the impeachment be granted the same due process as afforded in the courts to grand jury proceedings.
etc.
But they have to vote on that to do it.

No, they don’t.
They can choose to operate entirely without any rules, ignoring all past rules, and never hold a vote on it.
And there’s no authority on earth that can say otherwise.
Well, except the voters. And each House member must face the voters every two years.
Because she is trying to salvage some of the savable rat seats. She knows it will be a disaster for the rodents; so in the end she will use the excuse she she is even now trying to think up to not do it and save face.
Then if they choose to just ignore the existing rules then it will be the end of any house procedural rules. Because in your scenario all established procedural rules do is limit the party in power setting them. Thus, why have them at all. Not disagreeing with you here on the reality of a pure power play, just mourning the death of the republic.

That along with giving republicans some power in the the whole shebang.
we need to notify our representatives that since they are conducting an inquiry without a vote we will assume they voted for the inquiry and remember it at election time..take the offensive..
Our congressional leaders and President Trump should publicize this..imo

Can’t the Republicans in the house call for a vote? Seems to me even putting forth a motion to vote on the vote would drive the Democrats into the sunlight and scald ‘em.
Why, is she delaying it? Because she knows it will energize Republicans and most independents and bury the Democratic Party sweeping her out of all the money and power she has as Speaker of the House.
I wonder if Pelosi was just waiting for the DNC presidential debates to end so that none of the candidates would have to comment on the vote. They all seem to be “For” impeachment. But if a vote were actually taken there would be immediate feedback from the public that would only really take shape a couple of weeks later — meanwhile Joe, Kamala, Lizzy & Bernie have all “taken a position” that might be repudiated by the voting public.
Is this what they are hoping for?
