P.S. I know WSJ is a paywall, but the article isn’t the news; the title says it all.
They might be losing contracts and hemorrhaging money. Clients telling them nothing about Boeing has changed, especially at the top, so why should they have confidence in doing business with them. Shakeup is step one in addressing their image to keep clients and maybe turn the the company around...?
My speculation based upon the OPs givens.
Change at the top leaves the same guy running the company. Looks like window dressing at this point.

Ditch the entire executive board and tell the new people the bean counters don’t get to run the company.

Did you know that Nikki Haley is on the board now? Right after Boeing paid Obama $10 million to give a small speech in January 2019.

Actually, Boeing did change that to some extent. Usually only managers get authority, but now engineers report to a new guy and managers lost some control.
