They might be losing contracts and hemorrhaging money. Clients telling them nothing about Boeing has changed, especially at the top, so why should they have confidence in doing business with them. “Shakeup” is step one in addressing their image to keep clients and maybe turn the the company around...?

My speculation based upon the OP’s givens.

Change at the top leaves the same guy running the company. Looks like window dressing at this point.
