There is nothing stopping any or all of the other 48 states from adopting the more realistic district system used in Maine and Nebraska. Even those 7 states with only three electoral votes could choose to divide their states into three presidential electoral districts and have the potential to split 2/1.
The counties idea doesnt make sense to me. Here in California Amazon County has less than $10K; Los Angeles has more than 15M. I think the Nebraska and Maine systems are the most fair: one EV vote for each congressional district carried and the statewide winner gets the 2 at large Eva for the state. Id be willing to adopt that system and let the chips fall where they may. Any state can do this at any time. Which is what makes the abolish the EC guys hypocrites for not supporting this very democratic way of making all votes count

nothing whatsoever; in the 1824 election, a majority of states first employed this idiotic winner take all system, in order to maximize support for preferred candidates, and once this happened, other states had to follow suit so as not to be left behind...
