I think “Whistleblower” is a legal term that applies only to employees and contractors of the department or agency where the misconduct took place.

As I recall, they can report misconduct only to the specifically appointed Inspector General for that agency or department.

Since Trump - for reasons unknown - has retained almost all of Obama’s Inspectors General, very few people will have the courage to come forward.
