As I recall, they can report misconduct only to the specifically appointed Inspector General for that agency or department.

Since Trump - for reasons unknown - has retained almost all of Obama’s Inspectors General, very few people will have the courage to come forward.

Thanks to the RATs, who’ve played fast and loose with Whistleblower policies, the legality requirements are moot. If RATs can ignore the rules, so can GOP.
