Chances are that Mueller never saw it or read it.
Mueller was just the figurehead and had no idea what was occurring. The people that received it and read it and kept it from Mueller, are those that actually conducted the investigations, i.e., the Hillary/Comey/DNC/Obama cabal.

Rosenstein committed so many criminal acts that it's hard to keep count. I think making a serious offer to wear a wire is treason, and more serious than the leaking, lying to Congress, and colluding with Mueller. We need about 5-10 serious AG’s just to nail all the DOJ criminals, and the web keeps growing.
