I believe he does - if my memory serves me correctly, the rules in the HoR state an actual HoR Impeachment Inquiry requires the entire HoR vote on having said inquiry.

As there has been no recorded floor vote to open an inquiry, by default, none exists. Trump can legally tell Schifflebritches, and his drunk aunt Nancy, to pound sand, and there’s not a damn thing they can do about it!
