The CIA officer whose whistleblower complaint is at the center of the impeachment inquiry into President Trump consulted with the House Intelligence Committee before filing it, The New York Times reported Wednesday.
The whistleblower initially had a colleague convey his concerns that Trump asked Ukraine's leader to intervene in the 2020 presidential election to the CIA's top lawyer before going to Congress, current and former officials told the Times.
The whistleblower then reportedly changed course and spoke to an Intelligence Committee staff member who suggested that the person hire a lawyer and file a complaint.
The staffer shared part of the whistleblower's concerns with the committee's chairman, Rep. Adam Schiff (D-Calif.), but did share the person's identity with anyone, according to the Times.
Like other whistle-blowers have done before and since under Republican and Democratic-controlled committees, the whistle-blower contacted the committee for guidance on how to report possible wrongdoing within the jurisdiction of the intelligence community, Patrick Boland, a spokesperson for Schiff, told the newspaper.
The development will likely add to Trump's attack that the whistleblower was motivated by partisan interests.
The complaint was eventually released to the public last Thursday.

No wonder the Schiff initial complaint was that it was never forwarded to Congress, LOL. He knew all about it and wen it was considered a non event he must have blown a gasket.

The new information certainly makes it more plausible that it was motivated by partisan interests. Why on Earth can't the NYT point this out without making about what Trump is likely to say?
I have no idea what the law is, but it would seem to me that if the rat was shopping it around, he should lose any legal protections.

About the recently changed Whistleblower form........
A question no one seems to be thinking about........
The Pre-Schiff Attack version clearly stated 2nd hand information was absolutely NOT acceptable, (the IC IG ICWSP Form 401stated it 4 times!) while strangely, all the lefty lawyers say the actual statute did allow it. See a problem here? Suppose some ACTUAL criminality occurred while Comey/Brennan and maybe Obama and others were fabricating the Trump fiction. Suppose someone heard about it from multiple good but second-hand sources, and did the RIGHT thing (according to statute)and downloaded the form. See the problem? Willie the Would-be-Whistleblower reads the form, is about to begin detailing his complaint, ......and in large bold underlined type it clearly, unequivocally, almost desperately shouts
FIRST-HAND INFORMATION REQUIRED
And in case Willie didnt get the message, it immediately states: in order to find an urgent concern credible..

...the IC IG MUST be in possession of reliable FIRST-HAND information. THEN,
The IG CANNOT transmit information via the ICWPA based on an employeess SECOND-HAND knowledge of wrong-doing.
THEN, in case Willie hasnt gone home yet: This includes information received from another person such as, when a fellow employee informs you that he/she witnessed some type of wrong-doing.
THEN, in case Willie STILL wont shut up: If you think that wrong-doing took place, but can provide nothing more than second-hand or unsubstantiated assertions, IC IG WILL NOT be able to process the complaint.
So,..... during the Comey/Mueller circus, THESE were the standards? Quash complaints immediately?
At a minimum, if the law is ok with second-hand information, the IC IG needs to find who wrote this earlier atrocity and have that person fired for extreme stupidity and deeply misleading CIA employees as to how the whistleblower protection program works.
....and answer did this have a chilling effect on whistleblowers during the Trump/Russia fiasco? Perhaps now they can get to Barr without fear.

Regarding the pre-Sept 2019 form 401, if second hand information is within the statute, how did this gross mis-statement of policy occur and get repeated 4 times in the instructions?
How do employees this dishonest, or perhaps merely utterly stupid, get to work in the IGs office? Who reviewed the pre-Sept Whistleblower form, and have you fired the moron yet?
