George W. Bush did not remove the social justice warriors inserted into the bureaucracy by Clinton. They continued to advance their careers and solidify power.
Barack Obama aggressively inserted socialist and communist social justice warriors into the bureaucracy and particularly focused on the DOJ, DOD, intelligence agencies, and Homeland Security.
Trump’s transition team was completely unprepared on election day to staff the high level appointed positions in the bureaucracy. Trump and his team scrambled to put together an administration, allowing Obama holdovers to hold key positions for months into his administration. Many of Trump’s appointees were Republican members of the Deep State. Democrats successfully delayed the confirmation process for most appointees resulting the Obama holdovers staying in place and obstructing the Trump agenda.
When the history of the Trump administration is written, the failure to have loyal appointees vetted and ready to submit to the Senate will likely be viewed as the biggest mistake candidate and president Trump made.

I don’t think you can call Souter a “moderate Repoublican” and we can thank Bush for him.
No history needs to be written on the early Trump admin. I’m already certain the Never Trump blacklisting hamstrung POTUS from election day on. In addition Trump made a good faith effort to play ball with the GOPe and right from the beginning they outright supported the coup against Trump.

That failure you describe is a lot of nonsense. There simply arent enough qualified Trump faithful to fill those roles AND get Senate approval.
