You don’t impeach based on tone of voice, you impeach based on the DETAILS of the conversation. The allegation is Trump is using official US foreign military aid as a weapon to force Ukraine to re-open the investigation into Joe Biden. Trump denies that of course. So why open an impeachment investigation ? To find out the truth ( they say ).
