Juul seems to care a bit, they've been campaigning to limit sales of Juul products to minors, and I'm given to understand that the Juul cartridges are designed to be difficult to refill with God knows what.

In that vein the New Mexico health department last week was bragging, yes bragging that in 2018 they had handed out 9.8 million clean syringes in a state of only 2 million people. Is that a claim to fame or what ?
