MOSCOW, Sept 20 (Reuters) - Russia on Friday accused the United States of brazenly threatening it after a senior U.S. general said Washington had drawn up a plan in case it needed to destroy air defences in Russia's Kaliningrad exclave in Europe.
U.S. General Jeffrey Harrigian said on Tuesday that "If we have to go in there to take down, for instance, the Kaliningrad IADS (Integrated Air Defense System), let there be no doubt we have a plan to go after that," the Breaking Defense magazine reported.
Kaliningrad is a Russian region that lies on the Baltic Sea between EU members Lithuania and Poland. Moscow captured the region from Germany towards the end of World War Two.

The gotcha with specific plans is twofold - one they are specific and really only useful in that one area. Two, they tend to need to be updated fairly often in order to keep the details correct. So in addition to specific plans, there are more general plans. At the highest level these are just strategies. eg. achieve air superiority, open/maintain sea lines of communication, close sea lines of communication/blockades, anti-air/counter-air, area denial, etc. etc. How to implement strategies, achieve goals is further broken down as to "against guerrilla forces" or "against near-peer forces" etc. If/when specific needs arise, these higher level plans are used as a framework and specific details are worked out.
So in that regard, we "have plans" to go into most anywhere. Heck we could say we "have plans" to go into Canada if they cut off our supply of maple syrup... ;-)
Yeah, I always thought we should at least take everything south of the St. Lawrence because I prefer river boundaries, and also a strip on the west coast of BC so we can drive to AK without customs.

What would be surprising was some admission (true or not) that we had NO plans to take out Kaliningrad.

Unless you are talking about New Brunsick and Nova Scotia and PEI there aint much south of the St. Lawrence worth having. Just adding more sparsely peopled land to Maine and upstate NY. Now since most Nova Scotians root for the Sawx and Pats, that would make sense.
