I'm not from Rifle, but your question was so far out of the blue I just had to know the answer, so I looked it up.

Step 1. Google Earth. No result

Step 2. Zillow, for property lines. No result.

Step 3. Do search for "Colorado Strip Mines." I figured this was an old pile of mine tailings. Ended up here; https://www.americangeosciences.org/critical-issues/maps/interactive-map-mines-colorado I didn't find the answer, but it showed that area in Rifle as being a department of Energy property.

Short answer, it is a disposal site for Uranium tailings from mining operations in the area. It is essentially a giant bunker covered with radioactive rocks underneath.

I figured as much. I saw the “Mysteries of the Abandoned” the other day and they had a feature near Uravan, Colorado that looked very similar. It, too, is not identified on any of the maps. Check the sat map for Uravan and check to the west a bit. That thing is the old Uranium mine. In the show they “speculated” there is waste from Three Mile Island there as well.
