The question is where did they get the cruise missiles, not where did they get the blueprints.
To get missiles, you need a supply chain, you need assembly, you need testing, you need funding, you need operators.

Your statement would have been more meritful and contributory had it been along the lines:
“Iran copied a Russian cruiae missile design. But where they got the means to produce them given the extreme funding sanctions placed on them is a question mark.”
