I remember not too long ago when Uber was a car pool facilitation app/service and the amount you paid the driver was for gas/maintenance/insurance.

That is an old, outdated concept of employee vs. contractor, which Uber has abused. Not sure what you mean. I work as a contractor. I don't need the government to force my clients to give me things I may not particularly want from them.
