I saw John Loo on a fox program last night on one of the Fox shows saying it is illegal for them to go outside of their jurisdiction, ie cannot make a nationwide declaration that is valid.

In other words, Trump does NOT have to obey them

Loo is prof of law at UC Berkeley and is always right.
