Water heater: Gas to electric conversion illegal in California?

I contacted a water heater company saying gas conversions to hybrid electric storage is "illegal" in California. He said he received 15 calls about this.

5.2.2.3 Storage Heat Pump Water Heater A storage heat pump water heater is an electric water heater that uses a compressor to transfer thermal energy from one temperature level to a higher temperature level for heating water.

It includes all necessary auxiliary equipment such as fans, storage tanks, pumps, or controls. DOE classifies heat pump water heater under the category of electric storage water heater, and it must meet the federal minimum efficiency standards, depending on tank size.

 Heat pump water heaters are not allowed through the prescriptive approach to compliance but can be installed using the performance approach as long as the water heating energy budget is not exceeded. (See Section 5.5 for more information on the energy budget and performance path to compliance.)

The only way is to comply through the "performance approach"

The only way to offset these ridiculous nanny state rules that serve no purpose is to install it yourself. If you can’t do that, go on craigslist and find some “plumber” that doesn’t have a license yet can get the job done.

Never understood how these things are a good value at all in the long run

So instead of using a heating element, which can last a decade or even more and costs about $9 to make $35 to sell as a replacement at any hardware store.

Lets build a water heater using the same technology we use in air conditioners, because we all know how reliable and easy air conditioners are to repair. So instead of a $35 break down, now you get a $1200 break down, where you need a compressor, at lest $900 and a air conditioner tech, at least a $300 service call to come out and fix your “water heater”.

No thanks

I will stick with my electric water heater in PA and my gas one in NJ

That is just one of literally thousands of examples of the absolute insanity of California’s regulations.

First - the entire calculations system for deciding what is even legal or permissible makes the IRS code look simple.

Second, it ultimately leads to energy waste, not savings.

Third - it sure rings loudly of “control”, not actual environmental or energy concern.

As the electric demand increases, the outside wires become hot, possibly starting fires.

Best to limit demand to prevent forest fires.

I think they are trying to say that if you are using a heat pump device to supply hot water you can’t switch to natural gas for hot water heating.

I think California is giving out driver licenses to permit people in this country illegally to burn gasoline by the gallon.

Don’t ask to rationalize all of this.

Gas water heating is cheaper than any kind of electric water heating for residential.

The rule of thumb I've heard is that a heat pump is theoretically up to 4 times as efficient at heating than an electric resistive heating element. A quick look on the internet said that the practical number is 1/3 to 1/2 the energy cost.

How much do you save in heating water vs. higher initial price and repairs? I spend about $120 / year on my gas water heater, but I live alone and I bet that a lot of that is wasted heating the tank when I'm not using it.

I think that is saying that you can't just handwave (prescriptive approach) and say that the heat pump is more energy efficient than gas, but you have calculate whether it is more efficient (performance approach). The section on calculation gave me a Form 1040 style headache.

In Russia you can do such conversions back and fourth although in case of reverse conversion you need to have your gas line connection and exhaust inspected but it take little efforts.
