Actually, it is not that terribly expensive for the terrain of the Bahamas to greatly improve housing construction such that a majority of houses would survive a hurricane.
Very large buildings that resorts build are usually strong enough to prevent most major damages.
They prefer low land near the shore.
Small homes can be built into the hillsides with cement walls, where the hill itself shelters the building from one or more direction, and cement walls and hurrican resistent doors and windows secure the rest. The hillside can even provide the roof, with windows only facing out from the hillside.
But doing that would take a utopian government arranged plan, with all the incursions against freedoms that would entail.
On the other hand, a bunch of smart developers could gradually do it bit by bit, building affordable hurricane resistant housing & even shops, into the hillsides, buying lowland properties in exchange for the hillside homes, and continuing resort development hi rises nearer the shore. Over a decade or two they can transform an island state like the Bahamas.
On the other hand again, like all utopian plans, it could wind up resembling plastic-like Disneyland and have all the local charm of an AI program.
Best leave the changes to what the folks can organically work out by their own choices.

“Ground” floors nearest the shore would be on pilons, not at sea level. The “beach” should be expected to be lost in giant storms. Some places inland that should it sill be expected to see the most massive possible storm surge, dikes can be built as well as water handling channels there only for storm surge occasions. There should always be some “green spaces” where possible, between the shoreline and human occupied land, that is expected to flood in storms and provide some natural brake on storm surges. Those kind of protections would be less expensive than the repeated governmenmt insurance bailouts.

A prudent investment at this time would be a cement plant on Grand Bahama that makes concrete blocks using local sand. Since all the building materials have to be shipped in from CONUS concrete is likely very expensive due to its weight. So people went with wood. No more of these cheap stick houses.

You ar probably right. The portland cement part of cement would likely have to have some portion of its ingrediaents imported, but then local sources might be available for the sand and gravel needed to be bound by the portland cement (cement is often a mix of portland cement, sand and gravel).

Wow, prayers for the victims and their loved ones. What devastation. I was insulated from news all weekend, just heard that the storm basically sat on top of the Bahamas barely crawling along, dumping its energy over those poor people. Keeps things in perspective.
