It will not make any difference. Many of the shooters kill themselves on the scene or it’s suicide by cop. If fact, I would think that most of them would be more inclined to fight to death and start wearing suicide vests which might make things worse.
I don’t think that there would be any way of concealing their identities because any such legal action is a matter of public record. Allowing the state to sentence someone to death without revealing the name and reason for the sentence is not a very smart precedent.
