Yep. That was in 1938. And who was it for 1939? Why, it was Hitlers good friend at the time, Joseph Stalin. Two folks who already had robust concentration camp systems in place.
It could be argued that Time was simply picking important and influential people. But it could also be argued that Time should have been honoring role-models more, and dictators less.

Before Germany invaded Russia (in the summer of 1941), American communists and socialists where bending over backwards to excuse away Hitlers Germany. Why? For the reason you just stated.
