Illinois hasn't fared well in recent years in its attempts to curb Second Amendment rights.
In April, a gun ban imposed by the Illinois Housing Authority was struck down by a court. Then there was an attempt to disarm all day-care operators.
And famously, the McDonald Second Amendment case that originated in the Windy City resulted in a U.S. Supreme Court ruling affirming an individual's right to bear arms.
Now the non-partisan Second Amendment Foundation is considering legal action to force state authorities to speed up the application and renewal process for concealed-carry licenses.
The concern was triggered by complaints about the length of time citizens must wait for their licenses.
"A right delayed is a right denied," said SAF founder and executive vice president Alan M. Gottlieb. "We are considering taking legal action to end this abuse of process."

(As of 2018, there were) “38 cases (in the State of Illinois) where a person with a concealed handgun permit discharged a gun. The cases go back to 2014, and Illinois first started issuing concealed handgun permits in February that year. There have been no criminal convictions for any of these permit holders, and just five face criminal charges that are related to their permits.”

The permit should be good for life, unless revoked. Even drivers licenses only need to be renewed every 7-15 years (depending on the state) and that’s only to make sure you can still see past the front hood and update the photo.
No serious argument from me. I was just marveling at how drivers license, which is not a right per se, is simple to extend and renew. Unless you get a ton of tickets or drive recklessly they just carry on. There is no rational justification for a CCW permit to be any more cumbersome - if you commit a felony you get it revoked otherwise carry on.
But we’re talking about a licensing scheme to concealed carry. As I understand it, there continues to be legal arguments about whether the state can regulate both concealed and open carry. The 9th recently had a chance to resolve the question but came up with an absurd ruling that allowed the state to deny both. The other side argued that the state can regulate one or the other but not both. Thus more and more states move to “Constitutional carry”. Meanwhile there is another case in the 9th which threatens to undo their last silly ruling.
As for 2A I am pretty close to an absolutist. Self defense is an inalienable right granted by our Creator. The 2A only enshrines that right into the Constitution, but it exists with or without the Constitution.
a DL is an infringement of ones right to travel which is a right.
Shapiro v. Thompson, 394 U.S. 618, was a Supreme Court decision that helped to establish a fundamental "right to travel" in U.S. law. Although the Constitution does not mention the right to travel, it is implied by the other rights given in the Constitution
