Could be a fishing boat, but more likely a yacht.
Island Packers was my first thought too. I did a Channel Islands trip with them, though from Oxnard, not Ventura and enjoyed it very much. This is tragic. Hope they are able to rescue more people from that boat.

The vessel was reported as being on fire. The a group of crew members has been rescued (one with minor injuries) and efforts continue to evacuate the remaining passengers.

When I taught middle school science, a state trooper taught boating safety (We live near a river and lots of the kids have access to water crafts. As a rules he told the kids to stick with the boat.
We have a couple of dive boats that run out of Ventura.
Sounds like some did not listen to the evacuation drills. Even the notorious Duck Boats have them before they start off.

I’ve sailed with boats from UCLA sometimes that are massive.
I get KTLA 5 on my sattelite up here and they showed a tweeted picture of the burning boat with 5 rescued crewmembers. Maybe the divers are still in the water. They said there is heavy fog in the area.
