I think the cops may have noticed him driving erratically and used the failure to signal as pretext to investigate. Good instincts, horrible outcome.

Or maybe he had made a threat to his employer and they reported him to the police, so they were on alert for him.

He stole a US Mail mini van. That vehicle is not capable of “high speed” as indicated by the Highway Patrol! The troopers should have crashed that mini van off the interstate, they let it go on way too long!
It 25-30 miles between Midland and Odessa. No balls on those troopers, they were just tagging along to see the finish!
