Assigning a motive to a looney tune is itself rather neurotic.
What does finding the motive even do? Other than just studying them for criminology / sociology / psychology reasons, with maybe some long term effects at prevention, what does it mean to law enforcement or the general public? We are curious animals, though. And of course nowadays they can see if they can punish greater if its a hate crime.
Lunatics have reasons. They are just crazy reasons.
