A top American diplomat said the United States would not prosecute or otherwise seek to punish President Nicolás Maduro of Venezuela if he voluntarily left power, despite bringing his country to the verge of economic collapse and humanitarian disaster.
Elliott Abrams, the State Departments special envoy for Venezuela, said he had seen no indication that Mr. Maduro was willing to step down. But his offer of amnesty was a message to Mr. Maduro after both countries leaders described high-level talks that Mr. Abrams unequivocally said did not happen.
This is not a persecution, Mr. Abrams said of Mr. Maduro on Tuesday evening in an interview. Were not after him. We want him to have a dignified exit and go.

If Maduro accepts the offer then Venezuela starts recovering sooner. If he refuses he had his chance.

I thought the US sanctions which we’ve ratcheted up since around 2014 have harmed Venezuela. Sanctions on medications, freezing assets, stealing assets- That was us, not Maduro.

Venezuela paid , IIRC, , 25 million dollars for medications that it never received b/c of sanctions.
I guess no one remembers the aid offered to the US by Venezuela of fuel, food, etc to after Hurricane Katrina, or the fuel oil for low income families at a 40% discount during the US fuel oil shortage.
Or nationalizing the oil industries and grocery stores and everything else. It works so well.
Venezuelan elections would look like those in Cuba after much of the upper and middle classes fled Castro early on, or in NYC when the whites evacuated over the past decades; all that is left are people voting lefty, while the best and brightest have moved on.
Decades ago we had a surge of Venezuelans here in NJ who were the educated people who saw the writing on the wall when Chavez came to power; that exodus continued for years, tilting the remaining voters further to “crazy/lefty”.
