Concrete example: labor cost differential would add about $30 to the price of an iphone for example. Far lower then your quoted fraction since the retail price of an iphone is in the $800’s.
The whole point of the tariffs is to equalize cost differentials. If they have to be applied to other East Asian countries not playing by the same rules that American companies have to, so be it.

I’ve been looking at a Sony 65” TV at Costco. Its original price was ~$1650 - the sale price was $1350 - now it’s down to $1100.
Why stop at 20%, why not say 90% or 100% higher? TV's made in the USA would cost over $12,000, right?
That is crap and you know it. If it were 3% higher I'd be amazed.
