On the serial numbers, yes, sometimes. Although it doesn't matter much with a stolen weapon.
So hypothetically, we have bad Jerry with a little bag of drug and a stolen pistol. Where did he get it? The tiring interrogation/interview yields, if Jerry talks, that he got it from Ivan. What do we have? Jerry's word that he got it from Ivan, who bought it from someone else.
We don't have much, you see? But much time is spent on it. The weapon does time in the evidence room, until it's eventually destroyed. Another problem with universal background checks would be the gradual increase in burglaries and other thefts of weapons. Addicts get pretty desperate for money for drugs.

They way they treat perps these days, it’s a wonder they have any fear at all.
That guy that shot the six police officers the other day was coddled like they were talking down the President of the United States or something.
Put the guy’s lights out and be done with it.
