No, it's from
VP Biden's address to the US Conference of Mayors in Jan 2013. Go to the 21:15 mark; he's imitating a 78-yr old woman who allegedly showed Joe how to "steady aim" a shotgun.
If you listen to this speech by Biden, it's amazing how far left he has moved. In parts of this speech, he's sounding fairly normal.
