1989-1993 to be precise marks the period between the rise and fall of Russian republic.
Bill Clinton and his puppet Yeltsin ruined the Rissian democracy in a period of three years after.
Putin is basically a product of this system but you have to admit that he is much more tolerant towards political opposition and respects civil rights more than any other Russian leader in history.
I in fact believe even the elections are quite fair now comparing to that it was before. It is clearly evident by the fact that anti-Putin opposition is taking over cities and state legislations around the country.
Moscow is one of a few place with Putinists taking a stand.
