LOL - right, because there are SO many other agriculture research jobs they can get in Washington D.C.For better or worse most of these jobs aren't agriculture-specific. They're much more related to economic analysis and tax and trade issues.
These people's skill sets are in much higher demand in DC than in KC.

I picked Baltimore, as it is in the middle of the only profitable route (Bos-NY-PHL-BAL-DC). Also, I thought we were going to avoid giving the fed employees first tier cities (NY-CHI-LA) in order to save on costs. Yes, if we actually wanted to keep the whole nationwide system intact, Chicago would actually be logical.

Amtrak has 3 business units:
- The Northeast Corridor;
- State-supported corridor operations in states such as North Carolina, Washington state, California and other states;
- The long distance trains.
The 3 business units should be separated into 3 different agencies to avoid Amtrak's annoying practice of allocating costs across business units, which gives false data about financial success or failure.
The Northeast Corridor should be headquartered in Philadelphia.
The state-supported corridor operations should be headquartered in Sacramento, which is where many of the various California corridor operations intersect.
The long distance network should be headquartered at Chicago's Union Station.

The two main “research” groups are economic research and NIFA, which hands out scientific research grants.
In Washington D.C., there is never a shortage of work for economists or cash distributors!

This is a case study in how to effect a major reduction in force in the government sector. And the Federal government needs it badly. Transfer these agencies out to the lower cost states in flyover country. If this could cause a 20% reduction in force it would show a path for finally getting some control over the Swamp. Agreed. As well, I believe it makes a whole lot of sense to have the agencies located where most of its responsibilities are. Very little agriculture happens in DC/MD/VA Metro area.
