It began with J Edgar Hoover.
He kept files and tapes on anyone and everyone. He was also known for keeping useful information from reaching those it was intended for.
A case in point:
On November 11-12, 1940 21 biplane Swordfish torpedo bombers from HMS Illustrious attacked the Italian fleet at Taranto using aerial torpedoes. This attack so damaged the Italian fleet that it never figured into the war again.
The Japanese pushed the Germans for every scrap of information they could glean from the attack because Taranto is a shallow port, just like Pearl Harbor.
English spies picked up on the chatter about Taranto and got all the information they could.
British MI6 dispatched trusted agent Dusko Popov to D.C. to meet with the FBI. Hoover took the information but never acted on it. He disliked Popov because he was an admitted spy in the employ of England even though MI6 made the arrangements for Popov to meet the FBI. Hoover sat on the information and the rest is history.
Hoover filled the ranks of the FBI with his own sycophants and boot lickers and the template has stuck.
at least since Hoover let RFK know he had tapes of his brother inflagrante. At least he tried to belackmail him.
