You're correct. The drivers are ICs, at least nominally. Apparently the goal of this proposal is to provide gross earnings that will cover $15/hr. in costs, and leave $15/hr. as a net profit for the driver. Problem is that such a rate will be incompatible with Uber/Lyft's existing price structure, so they will just delete the El Monte zip code(s) from the app. El Monte just won't have Uber or Lyft as transportation options if this passes, I would guess.
