U.S. Customs and Border Protection... has awarded a contract to construct approximately 11 miles of new levee wall system in three non-contiguous segments located within U.S. Border Patrols (USBP) Rio Grande Valley (RGV) Sector in Hidalgo County, Texas (South of McAllen). The project area begins at the intersection of Conway Road and the... levee in Mission, Texas and extends eastward to approximately one quarter mile west of Stewart Road and the IBWC levee south of San Juan, Texas.
The contract for this project was awarded on August 7, 2019 to Southwest Valley Constructors Co. for the base contract amount of $80,869,000. The total contract value, including options, is $304,600,000. Construction will take place in locations where no barriers currently exist. The levee wall system will be very similar to previously constructed levee wall in the RGV area during 2008, but the system will also include all-weather roads, lighting, enforcement cameras, and other related technology to create a complete enforcement zone. CBPs designs for levee wall system consist of steel bollards at a minimum height of 18 feet atop a concrete wall to the height of the existing flood levee...
Additionally, on July 31, 2019, CBP, in partnership with USACE, awarded a contract to construct border wall gates in USBPs RGV Sector. This contract includes the construction of 25 gates and is funded by CBPs FY 2017 appropriation.... Construction is estimated to begin as early as September 30, 2019, pending the availability of real estate.

This is likely the long delayed RGV-001 segments (directly South of McAllen, Texas). It also includes 25 automated gates to close old openings (probably mostly around Brownsville), using FY 2017 appropriations (the 11 miles is 2019 appropriation).
There is no use of any emergency declarations funds for this work, so there is virtually no risk of anything stopping it.
The Rio Grande Valley is going to be a beehive of wall construction in the next few months. This is the fifth contract award for barrier there, and this one is for three segments.
Lots of "new" miles starting up there, where there was no barrier before..

These sections with the levee are supposed to be the most expensive of the wall challenges. We see lots of pics of the basic wall. Any pics of this levee/wall system?

In the Rio Grande Valley, because of flood control considerations (They get hurricanes off the Gulf of Mexico), they basically have to build the barrier on top of the flood control levees.
Sometimes, due to the lay of the land and the twisting, shifting path of the river, the levee can be a mile a more inland from the riverbank.
People are living in the area on the South side (some families for five or six generations), and that alluvial soil makes for some excellent agricultural land. The gates are to accommodate residents and farmers.
Everybody authorized gets a unique keypad code, and the gates are typically alarmed and have cameras recording activity.

border wall gates, associated equipment, and site improvements at current
openings in the existing barrier in the USBP RGV Sector. The gates will
be located off the IBWC levee at the end of or along existing levee ramps.
Once installed, the gates will serve as a persistent impediment to smuggling
organizations while still allowing access for property owners, USBP, other
local/state/federal officials, and local emergency responders. Construction
is estimated to begin as early as September 30, 2019, pending the availability
of real estate. ....
The new Trump barrier will have the same kind of concrete foundations (height will vary by location, to reach the same high water mark), but will have taller bollard barriers, better roads, lights cameras, sensors and alarms. Also, there is a new requirement for a 150 foot clearance on the South side, which is monitored (and may be alarmed).
So this is ‘in a flood plain’ construction and the levee is to prevent flooding north of the levee from the Rio Grand while also being a wall?

With 18 to 30 foot bollards on top, the new segments will be very imposing barriers. Only athletic young men with equipment would be likely to attempt them.

Everything around McAllen and Eastward to the Gulf is floodplain with levee.
As you head West from McAllen, the river bank elevation gradually rises, until levee is no longer needed. Around Roma, it is like a tall bluff.
Almost the whole valley is going to be walled with this year’s money, so it will be a mix of levee wall and regular wall. Because this area is so heavily traveled (about half of the total immigrant traffic of the whole border), it is going to be loaded with with all the bells and whistles - lights, cameras, sensors and alarms.
