The Kurds in Syria don’t have the death penalty, and a lot of the 15,000 are wives and children.
The bottom line is that if the Turks invade and overrun that camp, those ISIS members will be put on the Turkish payroll, like they have done before, when they invaded Jarabulus and Afrin.
In the past, most of the ISIS personnel were given jobs in the administration, police and military of the conquered area, but some will be screened out by the Turkish Intelligence Service, to covertly go back to being full time jihadi terrorists.
The big differences between the earlier Turkish absorption of ISIS fighters and now, are three.
1. Before, they were mostly local Syrians, now they will be heavily foreign jihadis, who can easily operate in Western societies, knowing the language and culture.
2. This time there are a lot more of them.
3. This batch includes a bunch of senior leaders, and specialists - the heart of the organization.
If Turkey breaks them out from jail, ISIS will likely snap back as a highly capable International terrorist organization in just a few months.
