The death penalty is an effective deterrent. It GUARANTEES no repeat offenders.
And it's not only about *justice*, which there never really can be because even if he dies, it will not bring back those he killed or heal everyone injured by him.
What it does do it protect society from repeat offenders, and HOPEFULLY, give the next guy something to think about.

When I was young the schools had ‘gun clubs’ and kids would bring their guns to school and put them in their lockers.
We didn’t have any mass shootings. None. And no one worried that a gun club kid would kill his fellow students and teachers. Our culture is in meltdown... the sign posts have been washed away. That’s why this is happening.
Lubbock is one of the most conservative cities in Texas, and the United States. If these mass shootings are planned by the Deep State, and he killed some people, even if a good guy with a gun stopped him, it would manifest their power. There may be a game plan here. Supposedly, the El Paso incident was done by a white racist and conspiracist, and the Dayton shooting was done by a white leftist and Bernie Sanders fan. If you had a mass killing by a black man, the argument for comprehensive gun control is strengthened, giving RINO types like Romney, Snowe, and Murkowski cover for gun control. Additionally, Trump, a New Yorker, is new to Second Amendment matters. Handguns have been effectively banned there for those who lack political connections for a century. He could be persuaded to support “sensible” gun control. But my feeling is that Trump would resist his background and veto it.
That doesn’t count the mass shootings happening in Chicago many times a year. According to CBS news 2 mass shootings occurred in Chicago on Sunday.
I guess because these involved black or brown people they are not worth reporting on or counting in the stats.

Not just talking about these mass shooters in the news now, but also about everyday violence. The problem crosses all lines - ethnic, socioeconomic, etc.
18-24 seems to be the danger range for young men.
But, yeah, the psychotropic drugs, the labels, the lack of fathers in their lives, etc., must be factors.

BTW Captain Thomas Williams, a patriot in the Revolutionary War, named one of his sons William Williams. One of his grandsons was also named William Williams.

It also shows that having a responsible family member made the difference. The Las Vegas shooter was descended from a gangster, for example, and his family played dumb after the event.
I looked at his pix but I can't tell his race. Could be part white/black/latino, I don't know.
Anytime a government is put in charge; they will screw it up. Yes; 150 million people were killed by their own government during the last century.
