When seconds count the police are minutes away at the very minimum...sometimes longer. Police don’t prevent current crimes, they apprehend current criminals, or they investigate current crimes they didn’t prevent to begin with. There are literally volumes of gun control laws on the books that don’t prevent current crimes. Current crimes are prevented by citizens properly armed to protect themselves.
I raised my two sons alone. Their father, decided he needed another woman, and eventually became a Jehovah’s Witness. He never did anything unless it benefited himself. Some men who father children just shouldn’t be in those children’s lives. I’m glad I divested our lives of him back in 1979 when I divorced him. Thankfully neither son turned out to be kooks, perverts, or murderers. The oldest, age 53 is a computer geek, graphic artist, networking, and video producer for the company he works for. Taught himself. The youngest, age 48 is currently undergoing chemo treatment after cancer surgery (colon polyps). Their father who I haven’t seen in more than 30 years, has no idea where his kids are, or what is going on in their lives. They are the only children he has.

I recall reading somewhere the threshold is 4 or 5. Maybe that number came from the FBI. Anyway I think you have to add that the victims are basically strangers to the perp. One could wipe out ones family and easily hit the threshold but that isn’t the same as shooting up a mall.
