I’ll summarize, having reviewed the article. It looks like a tax agreement was reached between the Center Party, Liberals, Social Democrats and the Greens in a budget deal that commenced a tax beginning in January, and -
NOBODY CONSULTED THE POWERCO ENGINEERING FOLKS!
The deal makes it uneconomical to operate certain plants near the cities, and the consequence results from inadequate HV transmission lines from generating/generation plants outside the cities ... thereby introducing **SHORTAGES** when electric demand is high, b/c, NO local, needed generation in the cities!
No one consulted engineering for a ‘consequences’ study.

Was in Lillihammer Norway about 10 years ago. It was striking to me when driving (well, being driven) thru the countryside at night, looking at the weak light coming from homes. Quite a contrast coming from brightly-lit homes here all around the USA. This was prior to the LED lights available today, so presume the homeowners undersized the wattage, used fewer, or used the CFL’s.
